The refrigerator and freezer appliance recycling measures are updated in DEER2016 based on data collected under the CPUC impact evaluation activity. This update was originally scheduled for DEER2015 and delayed pending the availability of the 2010-2012 evaluation data. This update, as now being a component of DEER2016 is effective 1 January 2016. The 2010-2012 impact evaluation activity is reported in “Appliance Recycling Program Impact Evaluation Volume 1: Report Work Order 35” dated October 24, 2014 prepared by KEMA, Inc. The DEER team utilized the field and laboratory data collected by the evaluation activity, combined with laboratory data developed in previous evaluation activities, to update the ex-ante values.
